Lucy Chang

Biography

Lucy Chang serves as an Assistant General Counsel with oversight responsibility for the Banking Regulation and Policy Group of the Legal Division of the Board of Governors of the Federal Reserve System, with a focus on banking application matters involving mergers and acquisitions, as well as all other application-related activities. Chang’s portfolio has included, among other things, inter-affiliate transaction restrictions, single-counterparty credit limits, qualified financial contracts, and LIBOR-related matters.

Prior to joining the Board, she worked as a law clerk for the Honorable Legrome Davis of the United States District Court for the Eastern District of Pennsylvania. Prior to attending law school, she worked with at a large U.S. investment bank in its global capital markets and fixed income divisions.

Chang received her J.D. from Duke University School of Law, her M.A. in Economics from Duke University, and both her B.A. and B.S. from the University of Pennsylvania.
