David L. Portilla

Biography

David Portilla serves as Co-Head of Davis Polk’s Financial Institutions practice.  In this role, he advises bank and nonbank financial institutions on M&A, regulation, policy, enforcement, and governance matters.  Portilla’s work often focuses on enhanced prudential standards for large banks, the Volcker Rule, the prudential regulation of nonbank firms, and issues related to cryptoassets and other innovation.  Prior to joining Davis Polk, Portilla served as a senior policy advisor to the Treasury Department’s Financial Stability Oversight Council at its launch following the Dodd-Frank Act.  Portilla helped FSOC develop its initial substantive agenda, procedures and governance, and worked on Dodd-Frank implementation and other financial regulatory issues.

Portilla received his J.D. from Rutgers Law School and his B.A. from Rutgers University.
